The Biocidal Products Regulation was adopted by the European Parliament on 19th January 2012
This decision paves the way for the implementation of an EU Biocidal Products Regulation (BPR) which has now come one step closer to implementation."I am very pleased that we have found balanced answers to improve both safety checks and the approval process, so that Europeans will have access to new pest control products that are safe and effective", said rapporteur Christa Klass (EPP, DE), after MEPs approved the legislation by a show of hands. Council, which has already provisionally agreed to the new legislation, must give a formal green light for it to enter into force.
On 12 June 2009, the European Commission adopted a proposal for a Regulation concerning the placing on the market and use of biocidal products, the European Parliament voted in the first reading on 22 September 2010 and the Council adopted its position at the first reading on 21 June 2011. The Commission Communication on the Council position at the first reading was adopted on 11 August 2011. After agreement by the Permanent Representatives Committee on 23 November 2011 and following the 2nd reading plenary vote by the European Parliament on 19 January 2012 the BPR will need to be formerly adopted by the Council.
The BPR introduces a number of fundamental changes when compared to the BPD. The new new Biocidal Products Regulation will repeal and replace the Biocidal Products Directive (98/8/EC) from 01 September 2013.
