Two draft legal acts setting out the criteria to identify endocrine disruptors for biocidal and plant protection products (BP and PPP, respectively) were presented by the EU Commission on 15 June 2016. Following discussion and various revisions the criteria to identify endocrine disruptors for PPPs were agreed by Member States on 4 July 2017.
However the European Parliament rejected the criteria by a majority vote in early October 2017. This means that a new version of the text needs to be prepared; taking into account the European Parliament’s input. The refusal was based on an exemption in the criteria for chemicals which act on the target insect’s endocrine system, regardless of potential effects on non-target organisms within the same phylum.
Therefore the Interim Criteria will remain in force until the criteria can be revised and agreed.
The vote casts doubt on the proposed criteria for biocides which is currently being reviewed by Parliament.
